It's not on hold.The Amercian Commerce Center is approved for Philadelphia. Good for Houston that they are growing. Philly is growing now too and it needs to. It is the birthplace of America. They are supposed to start construction on the American Commerce Center in a few months. It should be finished by 2013 or 2014.
I am a resident of Philadelphia, and I am pretty sure the Spire isn't on hold. It seems like the spire is the most crucial part of the buiding. I will look it up though. You may be right.

Center city is nice, but just a few miles off, is the real streets. And Philadelphia is a city to worry about expecially. Detroit and other cities probably have way more authority than philadelphia, and you know how many crimes are dropped and not caught in philadelphia? @jusjus115 I don't understand why people have this gross misconception that Philadelphia is a filthy, ugly city. It's ridiculous. I was there in 2008 for New Year's and loved it. My friends and I kept walking around the city sarcastically joking "looking at this filth ... this place is a s***hole" because we didn't find anything dirty! I'm going back this year for New Year's. We're staying in Rittenhouse Square this time. And the subways are much cleaner than Boston or NYC!
