@CrownTehNoobs you have to go to the top at galata tower, and then use your eagle sense to find the page, (a big blue beam of light can be spotted) Hope it helps

@MrCheezyice The one at the bottom is in The Arsenal. There is a specific mission involving that will unlock the area. Until you reach that point it remains locked.
