This is a completely Bolshevik attempt to claim 'ownership' of the God-given sun and rain, so that utility companies (just like Monsanto with their GMO seed) can force you to 'purchase' (via utilities) water. Luckily such IDIOCY only exists in a few western states, and public sentiments are rising to repeal such misguided legislation.
