The "stop the clock" part is referring to the 2008 game between USC and Stanford. USC led 45-17 with only seconds left in the game and Stanford was about to try a meaningless field goal to end the game. USC then called a timeout with 3 seconds left to ice the Stanford kicker. Stanford was p*ssed and put their offense back on the field after the timeout and scored a touchdown on the final play.
