yes it does come with a brush but it's like a paint brush u cant apply makeup with it cuz it doesnt pick up color i would reccommend regular eyeshadow brush like mac 239.u can apply both wet/dry it rocks

yeah u can dampen ur brush with water/visine/glicerne mixed with water or just a baby wipe.that way its more vibrant .and thank u so much for viewing andd commenting
