Yes, but not when you use the cheat to get weapons. And actually you don't have the dual pistols yet ;) you'll get them when you have collected all the fuses, but you can have the others by using the cheat.
So it's not a bug (:

Technically, it's not a bug; But I'm pretty sure the designer's didn't want that to happen.
I mean once you finish the Peru time trials, you get the unlimited .50 caliber ammo cheat, which you can cleverly use in Natla's Mines to skip half of the level, making the time trial really easy.
Therefore, it is extraordinary.
