It is the Telugu Super Star Chiranjeevi (actually we call him Mega Star) dancing to a hot number from the Telugu movie "Donga" meaning Thief. He keeps repeating "Golimaar" (Shoot...) and "Killer" to set the mood for the dark and scary. Rest of the lyric is impossible to translate specifically because it is meaningless gibberish albeit using telugu words. Chiranjeevi is a great dancer from India apart from Benny Lava though this video is a laughable attempt to recreate the Michael Jackson magic.
