They made a deal with Netflix to bring the show back and make an abbreviated new season in a lead up to a movie. Check out wikipedia or see "'Arrested Development' officially back! Revived series coming to Netflix," Entertainment Weekly, Nov. 18, 2011
In my opinion, this joke is what best represents the brilliance of the show. If I was a sitcom writer, and I came up with that joke, I'd probably have it be the punchline of the episode, and would base the episode around setting the punchline up. But not Arrested Development. It's just a hilarious joke that took them 19 seconds to tell, then they move onto more hilarious jokes.
@sman876 It failed because it was terrible.............................................terrible in not being able to appeal to the lowest common denominator, and actually being funny.
but i didn't stop because of the police inquiries, i stopped to raise our little daughter. buttt, since we both have started to grow hair in unexpected places *stokes hair plugs* i suppose she may soon start dating. and i may soon start working as a leading man *tosses up food to catch in his mouth and misses, hitting his glasses*

@420Slaterson Exactly. The wit just kept flowing. Was the world just not ready for Arrested Development?

I'm sure Bob Loblaw was there to help him deal with the police inquiries.

I think most people just weren't smart enough and couldn't give this show the 100% attention it deserves, and that's why it failed. So sad.

How everyone's not laughing their brains out while doing this scene is beyond me.
