If I recall right at end of party after the evee rescue as thank-you they were each given a stone. Misty was given water stone and decided to hang onto it till she got an evee. Ash again gave pickachu an option with thunderstone no dice and Brock decided it gose against his morals to evole vulpix with Firestone but its been awhile so I could be mistaken I guess Misty felt was best to let pysduck evole on own.

That was just a internet rumor (probably based on the episode in the Orange Islands where Misty -thought- hers evolved when she met a Goldduck after Psyduck separated from her). And she did try training him in Pokemon Chronicles. And while she never admitted it, I think she honestly cares for Psyduck. Because Misty is a tsundere, the way she acts hotheaded towards others (Ash, Brock, her sisters, Psyduck etc) but deep down in her heart she loves them.
