Most studies show that they aren't any better for the environment considering the water usage and contamination. And considering that in a bunker situation water would be at a premium, I don't think you would want to use your drinking water to wash the body wastes out of a cloth diaper.

@gilramirez12 The call was staged. The Department of Homeland Security doesn’t consider purchasing diapers to be suspicious. I called the DHS for several states and asked them if buying large amounts of diapers is considered suspicious. Each time I was told it wasn’t.

The fact still remains that the government doesn't "give" you anything. They ether take it from the people or they just print the money, and printing new money is far worse.
