Have you tried Cruse Scanning for digitizing these? I would be willing to assist with a pilot project, onsite with our portable Museum Series Cruse scanner... The quality of the images and the efficiency of the workflow is excellent. It can scan 250 4x5 photos on its 5x8 foot vacuum table in less than 14 minutes. All with no contact to the face, at 248ppi one to one optical.
