Yes, you can edit the amount of SU provided or, as an alternative, reduce the amount of SU needed for each unit. In fact anything thing can be changed in the shp file, eg: RU needed, speed, acceration, maneuverability, weapon damage, repair rate.....etc

I edited the shp file and replace all dreadnought's missile launchers to Heavy Ion Cannons.
