With that much money Sheikh Mohammed should have made a project to bring the soil and water to near Dubai, so they can actually make something instead of spend. They could have developed ways to grow all sorts of plants, fruits produce salt from sea water, build a program for software companies so Dubai can earn it's revenues on multiple levels, not just tourism and banking. I still believe and hope Dubai and it's surrounding can get to that well balanced system.
