If you want to read about those who may be among the ruling elite, politicians and big corporations, i.e., you might find more information in another book by Hare and Babiak: 'Snakes in Suits'. It's about the so called White Collar psychopaths. They're the ones who sometimes get up the social ladder. Another thing: Very few get a PCL-R score of 40 like Wayne. '^L^,

There are those particularly skilled at compartmentalization, who aren't psychopathic at all, yet succeed in business by completely disassociating themselves, emotionally, from their working environment.
Not all businessmen / politicians are psychopaths.
Thus they should all be assessed for psychological soundness before being allowed to serve the public. The role of the public servant is to serve the public. I think a case for human empathy - as opposed to strict individual narcissism - being a criteria for holding office could be made.
Not that they should be killed. Just barred from public service.
