Yes, Jacqli is Mir. If you talk to Spica when you get Jacqli (Mir) later on, Spica will give you a big hint at her true identity that is if you've played Ar Tonelico: Melody of Elemia. Actually, no surprise Mir's Song Magic is so powerful, remember as a final boss they were powerful even then. Also, she's a Beta pure-blooded Reyvateil whose power even exceeds even Shurelia's. It's quite normal for her to have extremely powerful Song Magic.

The endings are better.

The 4 endings are Luca, Chroche, Jakuri and Cocona.

Master is in Phase 3. He is trying to get Dual Spells to work at the time of my post.

Her English voice actress is also the English voice actress for Haruhi Suzumiya.

I just noticed this, but would there even be an ending for her? the character select screen appears to only house 6 characters (although you COULD fit a seventh if you just had an odd one on the next row)

is she a permanent playable or is this just a gimmik where you get a temporarily playable character?

Permanent playable (just like how AT1 Shurelia was playable).

And yes, she is one of the four possible endings (depending on who you decide to build a relation with).

hmmm, by 4 possible endings do you mean there's yet another playable reyvateil, or is it identical to AT1 in the sense that Mir has 2 endings, one on each route for the other two reyvateils?

also, how far are you in the game? as in, when does she actually become playable? is it near end-game like how AT1 was with Shurelia?
