Regarding coming here legally, its pretty easy to just say "why dont they just come here legally?". But do you actually have any idea of how hard it is for some of these people to get a passport/VISA from the Mexican government? Its a long process and very few people meet the qualifications required.
Usually the ones that get these passports are university students and the wealthy, in other words the people that arent struggling. They usually just use them to tour the country.

Its the ultimate double standard. Every country in the world deports. Mexican immigration deports thousands of hispanics from south and central america, every year. That statue is a beautiful piece of art, I'm glad it's still there today :-)
