Believe it or not this thing could happen, not on the House though, but on the Senate. It's called a "filibuster" and it's a long speech that has nothing to do with the issue/bill being discussed, meant to prevent the bill to be voted on (and bore the hell out of the other senators). Senators delivering a filibuster can talk about anything for as long as they want, they can read the bible or a phonebook, or complain about a fish sandwich. It's ridiculous really.
