Haha, blame the fire marshal and the hotels. I'm fairly sure most of the kilt-wearers didn't mind in the least. ;)

okay, my question would be is, what the heck would the fire marshal's problem be with that. I can understand the hotels maybe (but they're hosting a convention, they should know the things that go on at them, like scantily clad people) and at least the 'real' kilt blowing doesn't take place until midnight
