Looks like cougar or bob-cat country and I know cats sometimes leave trophy kill bodies or bodies w/severed heads for people to find... mine do anyway. Also, they are very territorial and aggro toward strange cats especially. BUT their should definitely be an investigation... it could after all be some sicko person, who knows?
Seriously... It may NOT be a human doing this. Not only could it be a coyote, it could be a larger cat. Cats do this to rodents and birds why wouldn't they do it to a smaller cat? I suspect a very large tom-cat or possibly a bob-cat or cougar...where is this again??
