No, working in "batch" with photoshop is all automatic. :)

The operation took about 8 hours.

Adobe After Effects

you use the masking tool to set the blur that creates the "tilt shift effect"

then this takes away the frame by frame batch work by editing the original clip rather then taking it apart then putting it back together
