I think it has something to do with his video capturing device, as this appears to be filmed from a real N64 and not an emulator. It's not just the sounds, everything is about 10-20% slower than normal.

I'm not quite sure that it's a different texture entirely; Toad's Tool 64 only shows one set of Bowser textures. I don't know how the game changes it without making another set, though.

I've never really liked the way the lighting colored Bowser anyway because it looks like he's wearing lipstick if you look at it from far away. XD
