Ground zero is actually north east of there. I think that building was about 100 yards from the center of the blast.
To see another possible survivor, you would cross the Aioi bridge and turn south, to a 3 story L-shaped ferro-cement building housing an elementary school. I think it's the same building. At the time of the bombing it was the closest government facility to the target point.
