The police proposed that one possibility of her death (jumping off of the thing) was due to being intoxicated. After all, when you're high you can engage in risky behavior that you normally wouldn't attempt. (In other words, the drugs compelled her to jump off the cliff. It was not her own decision. But we the audience suspect that her suicide was deliberate)
