Federal Employee Health Benefit Plan (FEHBP), is a menu of pre-negotiated healthcare insurers', medical direct provider's & HMO's coverages by region.

It's not "Cadillac coverage" for free. It's marginally better than a large company can get for their employees, and it's subsidized on a sliding scale based on one's pay, so Senior Executive Service and Congressmen pay more and are less subsidized, and GS-3's, 4's & 5's pay less & are more subsidized.
