Batgirl was originally created in the 60's along with Batwoman to fight to rumor that Batman and Robin were gay. The original Batgirl being Betty Kane and the original Batwoman being Kathy Kane. They were actually kidnapped often and Batwoman, rather than having a utility belt, had a utility purse.

Later on, the Bat Staff brought Batgirl back as a strong and great character. Batwoman came back much later.
