No. Gustav was before the Minish Cap. He's mentioned in the story intro of Minish Cap. The character you play in the game is Link.

The grandfather at least makes sure its productive by having Link deliver a special sword he made, the prize for the yearly festival's competition.

At Hyrule proper, the festival's already at full swing. And this version of Zelda seems to have a REALLY short attention span...
