Depends on the state, but generally most states only require that you pass the NICS check (National Instant Criminal Check) which lists whether you have a violent offense attached to your name. You also have to be 18 or 21 (it's a federal offense to sell a gun to a minor under any circumstance).

It's a decent enough system. :)

You need specific paperwork about the exact firearm in question to request the permission. Many gun shops will not refund your money if the permission request fails, either. I know it sounds f'ed up, because it is.

This is the same laws as in CA.. For some reason while visiting in AR I bought I 20 gauge shot gun and then like a week later they called and said the gun had to be returned because I was a CA resident..
