You don't need sand. We use one ply toilet paper. Just put a fresh roll of TP on the end of a paint roller with the long handle fastened into the paint roller handle and roll the paper quickly over the fresh laid crack fill.
Works great and is very fast and clean and bio degradable too! But most of it just goes into and stays, in the crack fill material.
