The old orange street lights we used to have here did the same to my camera, it's as two people already said, it's just the framerate of your camera interferring with the 60 Hz (allthough here, we have 50, same effect, only at different software-shutter speeds.)

it's the framerate in your camera that is capturing the flickering in the lights.
