I've said for years that secession is THE BLOODLESS ANSWER. It is impossible to change Washington,When a conservative Republican goes to Washington he soon becomes a liberal pacifier and forgets who sent him there. The other alternative is to overthrow the government which I strongly disagree with. But secession lets people of like mind to live together.
Nice trip to Fantasyland. But, the order of secession would only be adjudicated by each individual state. Any "grouping" of states would come subsequent to the original secession, and would also require a vote, or radification conducted by each state involved. For example, would California really share its tax revenue with a less productive state like Oregon or Washington? No, they wouldn't. Such is the case with Florida and its neighboring states, and so on.
