There's an actual reason why he does it. You find out in the arc that has Okitas sister in it. SPOILER It's because she likes REALLY spicy food and puts a lot of tobasco sauce on all her food so to make her not feel weird he put a ton of mayo on his food and has been doing it ever since.

If you've seen the episode I'm talking about and still think otherwise, then I don't know what to tell you. Most of the shit in Gintama is completely random until a serious arc comes along. In this case, you find out about why they always show Hijikata eating with a ton of Mayo. The reason I posted above is the reason he does it, bottom line end of story.
