You're "lagging" cause cod on consoles has no dedicated servers, but to be honest that's your own fault. On consoles, barely anyone would be willing to pay extra money for dedicated servers.

You are connected to games based on the strength of connection to you (which is why when you try join a lobby is says Looking for a lobby with 50ms ping>, 75ms ping>, etc). The fact that less people play WAW means that you are less likely to get that decent connection due to a lower amount of decent connections available to join. Therefore, you get put into a lobby of someone, in say, Australia and you play with a 1 bar connection.
