that is totally normal in Spain . People would normally leave the hand break down and just park on 1st gear so it is easier to get pushed by other cars.so tipical that it amazed me when i learned about it

This is normal to happen in some big European capitals, you park your car and leave it in neutral and the parking brake half way up.
