Personally, I think MTV pays these celebrities to stir up shit at the VMAs. Last year, it was Hanson and their (lack of) sex lives, and this year, it's Kanye. In '92, it was Howard Stern as Fartman and Michael Jackson announcing his "retirement" when GnR won an award.
