I agree with your thought Xonoma -I dont see what this video has to do with Whale huntering, the African Government cant sue Japan for whale harassment. Boating too close to the whale,maybe. I find it hard to see why the african government would punish them for their illogical choice to get as close as they did. If they are going to charge anyone with ignorance I got one word for ya-Aparthied. Leave the people with the broken boat and 40 ton therapy session alone. They've had enough.

@xonoma It is Illegal to knowingly pass within +-300 feet of a whale. This is enforceable because the event took place within a countrys territorial waters where the law applies. What happens in international water is unfortunately a more complex matter.
