It's a character from Grand Theft Auto: The Ballad of Gay Tony, which is basically an expansion to Grand Theft Auto IV. It has a different story with some new characters, but I'm sure that it runs along with the stories from the original GTAIV and The Lost and Damned, which was another expansion to GTAIV.
