This is my opinion: I come from Rome, and I've been twice in Melbourne (a city I adore) I don't think it's someone's fault (governament, politics etc.) maybe the "anglo-saxon" world (the english world if you want) is a world with no half measures. Words like "Please"and "thank you" are compulsory (in Italy the're completely forgotten) and infact Australia, UK, and USA are 3.000 times more civil than my country, but at the same time the anger exploses quickly, suddendly compared to Italy.
