It's actually the DVD itself. They're PAL DVDs, so it's the fault of those that put them out in Australia.

No, that episode isn't on DVD yet. If the Region 4 releases keep going at the rate they go, that won't be until Volume 6. Hopefully the Ruby Gloom's Bible set can address this issue.
