You would have to use a program like Sony Vegas. PhotoShop only edits images. You could also convert a edited gif image into a video but the quality is questionable.

Photoshop CS3 users!! To do this without Imageready simply go to file -> Import -> Video frames to layers. And that opens your video file...and to view the Animation frames simply go to Window -> Animation.

And i forgot to say when saving your image go to file -> Save for web and devices. Save as .gif just like the video tells you do!
