1. ipconfig/release

2. ipconfig/renew

then you wait until nothing loads again, then you restart your modem, just disconnect your internet. (Right click the Internet icon in the right-down bar, then disable, then you connect again...)

Well, changing ip doesn't have any disadvantages, except your hosting a server, you can't change yer IP back, I suggest you ask your ISP if your IP is public or private, or whatever... just ask if you can change your ip or not, and changing ip is not illegal :P
