The idea of tessellation is not new but earlier it was called displacement mapping. First they used virtual displacement mapping with a slight effect. Later they got enough power to get it into polygons and with dx 11 and the tessellation they have the possibility to use the feature for spikes or larger objects like stones outstanding of a wall

Both achieve virtually the same thing, while I believe that Tesselation is much less performance intensive and is more ideal for heavier use. The waves use Fast Fourier Transform to achieve that choppiness, the rocks use normal maps for the rough look, and high quality shaders for that wet look.

PC exclusives usually look better then multi-platform titles anyway.

I know coz i've played it at 1280 x 1024 , on a 9600 GSO (a bit slower) , tweaking the details to be acceptable for the VRAM (384 MB). I never got below 30 fps , and it never lagged.
