Photoshop Top 40 #34 - Save for Web & Devices

I do all this but when I go to the file and look for the save for web and devices the option is not available. Its their but you can not select it? Please help

i have a notebook and when i go to save for web and devices my screen isnt big enough to go down to save. Is there anyway to save it without clicking the save button on the bottom

Please help me out! I'm trying to make a background for my YouTube channel and the picture size get's about 500k at the lowest without making the picture looking like a soup. And that's with the image flattend and all that. The resolution is 1920 by 2500. (Trying to find the correct lenght for 1080p monitors.) Can you PLEASE help me out? I don't understand why my files get so big.
