Yes, these guys are the Royal Marines, and the video was taken during the Auriga exercise, in the Atlantic Ocean, the eastern coast of South America, if I'm not wrong...

And HMS Ocean is a ship of Royal Navy. It's an amphibious assault ship, or a landing platform for helicopters.
