Its not "that" easy. These subs are heavily modified for the launch of nuclear-armed missiles. Germany donated them to ensure the Israeli second strike capabilities, which is vital for their survive.

Two more (with hydrogen AIP) are currently under construction by ThyssenKrupp.

johny8 correction: the submarine is german made but off course Israeli naval officer were present during the ship building to develop the submarine into what Israel needed it for...Israel were advicers aswell but still its german made...what I mean is that the software stays in Germany (but Israel has it too of there agreement of the both nation, but Germany can decide if the software should or not stay in Israel that time when the agrement were signed)
