I used to raise cockatiels. He may be alittle roughed up, but believe it or not, most new-born cockatiels look like that.
he's just growing new feathers. "molting" he'll be fine, as long as you keep him fed. Im glad you got to save him :D

that looks like the bird i have now but the colors are diffrent and mine has alot of head feathers...
