SFIV music isn't bad, it's just different. They went for a more techno/electronic whereas SFIII really had a 'jazz'/techno vibe. I like both games music, really.
@GeminiAvery forgot to mention, I liked the rap they added in SFIII. But from the vibes I'm getting from the SF community, I'd be scared to add any more rap if I were Capcom(they even call Cody/Haggar's theme 'crap for no real reason!) T-T....
I think that the reason SFIV's music was composed the way it was is because I think they wanted to incorporate the popular music of the time. In the mid-late 90's Hip Hop was the biggest thing around so that was for the main titles, but they also incorporated drum + bass, jazz, grunge, house and far east music into different people's themes to fit their culture, at least speaking from a 3rd strike perspective. SFIV's generation has techno and "remixes" of old themes to attract the older players.
Techno and pop basically to attract the younger generation because apparently that disgusting filth is the biggest thing nowadays. Pretty sad if you ask me, but since SFII had such a huge following compared to III, they wanted to go back to its roots. Then since so many people wanted the Alpha and III characters back they needed to bring back some of their music as well, which they did just not so well, and most people that haven't played III wouldn't recognize how great the original music was.
I say though that they should have put in more time and effort into creating actual stages for each character instead of just random pieces of shit, and the soundtrack was severely lacking, especially Akuma's/Gouken's themes because they're just remixes of Ryu's crappy theme. I would much rather hear a rendition of killing moon for Akuma, good fighter for Ryu, Jazzy NYC for Ken, and I DON'T WANNA GET ON THE FUCKING DANCE FLOOR.

@Renegade466isback i'll admit when i first heard the original sfiv stage songs i thought they were kinda weak and not very hype but later on i started to appreciate them because they are still good music, they're just not very 'fast' or 'engaging'.
i also really like the ssfiv remixes of the remaining sfii themes that werent made in sfiv. they built on the sfii themes brilliantly, keeping the same tune but upgrading it with really nice sound.
Im not gonna lie I liked the Super SF4 remixes for what they were, but the stage themes in general were poor and lacked strong melody or catchy tunes like the old games. and relied on a techno beat
