Unless i'm mistaken, I don't think this was much intended for the "outside Quebec" market at the time.
Using the same stock shots cost less than having to re-shoot everything. Remember that computers were not powerful enough in those days for this purpose.
Now it's a breeze to change letters in a commercial. Just think of what they did when they re-released the very popular Raisin Bran commercial all across Canada.
