Hmm, not quite, the fill will use relative referencing, so the countif for Bill will be =COUNTIF(A3:A14,B3). Whilst this will work here (because the ordering is the same, so Sue can't appear higher in Column A than column B), but in general one should use =COUNTIF($A$2:$A$14,B3), and then autofill on this.
