In this country, the government has to prove its case, not the defendant, and even before making an accusation of wrongdoing usually has to have some evidence of the crime in the first place
What happened to innocent until proven guilty in a court of law?
This are all loaded accusations: It's a very crafty way of smearing someone. You present the conclusion that you want your audience to come to before the person even has a chance to comment or even if the person does comment elsewhere, then you guide the conversation\accusations in the direction of the conclusion that you have already presented. So now the audience doesn't care what the accused has to say because the conclusion has already been presented.
