Actually, I'd argue that it's also possible that Walter is directing the comment at Jeffrey Lebowski at the thought of him interrupting league play by beeping The Dude.

Goodman got upset because he didn't like cutting in the middle of a scene, so he told him that life does not stop and start at his convenience. They thought it was good and kept it in the movie.

So there's not really any thought behind it. You can argue over who he's saying it to, but there's no real answer.
